That's not the way that the USA is doing it.

Outsourcing has cost us this:

The trade gap in the United States declined to USD 39.47 billion in July of 2016 from an upwardly revised USD 44.66 billion deficit in the previous month and below market expectations of a USD 42.7 billion shortfall. Imports declined 0.8 percent while exports rose 1.9 percent to the highest level since September 2015.

If I outsource at my shop and I am doing the outsourcing because I busy with all my guys working then the little money I am making off the outsourcing is profit. If I outsource with 2 guys standing around (not working, but I'm still paying them) then I'm getting fucked! That's what's happening in the USA. We need the jobs but they are going to other countries and then we have to pay for the products. Trump is right.
