This school realized that classes go the speed of the slowest student, so they segmented the students by ability into one of three classes. Remedial, average and advanced. The schools demographic make up was 72% White, 11% Asian, 8% Latino 8% African American, and 3% other races. 

97% of the African Americans, 95% of the Latinos, 2% of the Whites and 1% of the Asians ended up in the remedial classes. Test scores for all groups shot through the roof within two months of the programs inception. Then a parent of a remedial student got a look at the class makeups. You can guess what happened from there.

Easily fixed.  Mandate that each family of a remedial student receives a free new computer each year and a fast Internet connection to facilitate the student's study at home.  Mandate that each family of an average student must send a parent to a parent-teacher conference once per semester, and that each family of an advances student must send a parent to a parent-teacher conference twice per semester.

With the above in place, the class composition will sort itself out.  Lazy parents will press for their kids to be put in the remedial class if they qualify at all.  Parents who aren't completely lazy but who aren't really invested in their kids' success will accept placement in the average class to avoid the twice-semesterly demands on their time.  Meanwhile. Asian parents will relish the opportunity to meet with teachers twice each semester, and White parents who value their smart kids will go along reluctantly.
