Easily fixed. Mandate that each family of a remedial student receives a free new computer each year and a fast Internet connection to facilitate the student's study at home. Mandate that each family of an average student must send a parent to a parent-teacher conference once per semester, and that each family of an advances student must send a parent to a parent-teacher conference twice per semester. With the above in place, the class composition will sort itself out. Lazy parents will press for their kids to be put in the remedial class if they qualify at all. Parents who aren't completely lazy but who aren't really invested in their kids' success will accept placement in the average class to avoid the twice-semesterly demands on their time. Meanwhile.
