Just think of the massive changes in the US in just the last 30 years.

The department of Education has to predict this shit looong in advance and be as ready as possible to deal with changes. If you don't have a strong national education policy and bureaucracy you are simply reactive and thus behind other, more well governed nations. THAT is a one way trip to the scrap heap.

It is an absolutely fair comparison. The reason why the country is going broke is because governments are expanding at a rate that far surpasses their productive capacity. Their costs are increasing and there are diminishing returns.
