The Chinese only care about themselves, wisely so. They give loans to African countries (in return for raw materials such as oil, ores, etc). Those same loans have terms that stipulate that the infrastructure projects they are for have to be done by Chinese companies. Those Chinese companies use 100% chinese labor, from the engineers to the lowest laborer.
