The Syrian state is trying hard to dislodge the rebels from Homs and has had partial success in that, but doesn't control the citadel or suburbs. That appears to be the reason for these clashes.

Yet the Syrian government relies heavily on tanks as its manpower is very limited. Hizbollah provides them with fighters. Iran is training Popular Committees or Alawite village militias, but mobile, trained soldiers are only used in places like main north-south highway to Aleppo (where the garrison is without supplies) and obviously Damascus guarded by the Syrian Republican Guard, and also the south where the regime is weakening.
