That's right, the City built the original subway with money from the fare box because the system was profitable. This was in the 1950s though.
After the expansion into the suburbs it all turned to shit and can never be profitable again.
Personally I would prefer that the feds lower taxes so that there is more taxation room available for the province to tax and build something. (Who wants subway money being skimmed off the top by the feds for a Moosejaw light rail?)
The real reason is that there's no money for any transit expansion and there hasn't been for 40 years.
The reason that there is no money is because senior governments refuse to fund transit so it's all on the back of property taxpayers (20%) and riders (80%).
The feds have plenty of money to spend in Quebec though.

There are a lot of nice suburban cities all over country but I'm finding that quite a few of them might have a certain urban polish on the exterior, but the quality of the services tend to be low. Lots of incompetence and ignorance with no desire to do better or at least stop doing things wrong. Plus you get a serving of arrogance if the area is upscale. Even in the face of modest competition, the attitude doesn't change much.
When doing business in one of these small quasi urban cities you paying more for less than you would in an "expensive" real city. It's an odd paradox.

We have the best freight rail system in the world. We gave up on passenger rail except in very limited areas when we invented more modern methods of transportation. Cars and airplanes in particular.
