I lived in South America for more than 10 years, and have been to most of these countries many times. My personal experience was that Lima was unfriendly, dirty and oppressive. I wouldn't dream of living there.

If I had to choose a place in South America, I'd probably go for somewhere in the South of Brazil, like Curitiba. It doesn't have any of the problems that Rio and Sao Paulo are famous for.

I still think you could find somewhere in Europe that would be just as cheap though. That's what I'll be doing when I retire, but I have the advantage of speaking Spanish and Portuguese already.
