The Emporer did not have complete power, the military threatened and curbed his power on many occasions. It took him a while to gather enough support for a surrender and even then he feared that hardliners would kidnap him and issue decrees on his behalf (the public had not heard his voice, ever)

They did not "try" to surrender, that would be were you say "we give up. Come and disarm us." Unauthorised (by the military leadership) feelers were being put out with bullshit conditions while the whole country was preparing to commit a long horrible suicide.
Every single day that the war continued meant more people dying, with millions more to die if the ground invasions had to continue. Did you know that part of the Olympic plans were to use gas on Japanese cities?
Did you know that the Allied planners estimated five million civilian casualties as a result of the gas alone?
If an apocalyptic event happened that caused a massive depopulation, but somehow most of the students had survived and gathered at the school with yourself being the only staff member to survive, would you abandon them to their fate or become their shepherd?
Would you try to start some kind of society with basic enough to understand instructions like Earth Abides or would you just get them to take care of you?
