If both of us pay the same auto rate, and there is no way to know beforehand one of us is more likely to get in an accident, then I am not subsidizing you even if you do get into an accident and I don't.

However, if it can be foreseen that you are accident prone, but I am still forced to pay the same premium as you, then it is clearly an unfair subsidy.
